About This Position


The Global Distribution (GD) Senior Compliance Manager for APAC provides leadership, direction, and consulting to managers across APAC Distribution encompassing all investment products and institutional clients serviced. This is a first line of defense position that is responsible for the planning, implementation and monitoring of compliance requirements and establishing programs to measure, mitigate and monitor compliance in an effort to ensure that the international operations of T. Rowe Price’s APAC Distribution (the business unit) comply with relevant legislation and regulation in a multi-jurisdictional regulatory environment. This position coordinates with resources outside of APAC Distribution to design and deliver effective compliance programs and reporting. The position uses business experience and judgement to implement compliance goals and initiatives that supports APAC Distribution’s compliance needs. The position works with (i) the head of GD Compliance and Risk Management (CRM) for Americas, EMEA, and APAC (AAE) and extended lead team, including the GD CRM APAC Sr. Risk and Privacy Manager; (ii) APAC Distribution’s first line business managers and will act as the CRM point person for the head of APAC Distribution and, the APAC General Manager with respect to compliance needs; and (iii) APAC Compliance’s second line managers. The position manages a variety of complex issues and requests and oversees the resolution of business issues involving compliance practices. The position will work collaboratively with the APAC Distribution associates, Legal, Global Compliance, Enterprise Risk Group, and Internal Audit to meet regulatory and firmwide objectives and mitigate compliance-related concerns.


Responsibilities


  • Provides strategic consulting to senior managers responsible for business unit compliance management, specifically responsible for first line of defense activities but will work with and provide guidance more broadly to others in supporting their teams.
  • Collaboratively develops the strategic direction for APAC Distribution’s compliance programs and manages the daily operations of the function.
  • Works with the business unit to identify areas of program improvement, problem resolution, and follow-ups as needed. Provides customized work plans, documentation templates, and detailed compliance assessments.
  • Acts as a partner/advisor to Relationship Managers, helping them understand the do’s and don’ts in markets they cover and ensures all internal clients have a fully compliant and up-to-date program in place.
  • Acts as the Compliance Coordinator for APAC Distribution and manage the day-to-day compliance activities as well as the execution of projects that support the business, meet regulatory expectations, and ensure positive outcomes.
  • Manages the execution of projects from a compliance perspective and is responsible for ensuring a positive outcome.
  • Responsible for developing and maintaining policies and procedures, whether as a result of new product development, new or enhanced regulatory requirements, or new firm standards, supporting the nuances of front-line activities for the APAC region. Responsible for executing the annual policy and procedure certification and maintenance of the firm’s policy repository. Assists with external regulatory reviews as necessary.
  • Partners with Global Compliance for interpretation of new regulatory guidance and assesses the impact of new guidance on business practices, including identifying necessary action steps to maintain and achieve compliance. Supports Global Compliance in responding to regulatory inquiries.
  • Develops, maintains, and communicates a compliance plan for APAC Distribution to Senior Leaders in first line and APAC Compliance in second line and, provides regular updates to the plan as well as any new regulatory requirements.
  • Educates Sales, Marketing, and Client Services/Operations through ongoing training and communication of compliance policies to create an awareness of and embed such principles into daily routines.
  • As required, meet with clients to discuss compliance at T. Rowe Price and to answer client questions and, participate in panels in the area of compliance testing. Attends industry conferences to broaden insights into regulatory and compliance requirements.


Required


  • Bachelor's degree or the equivalent combination of education and 8+ years of total relevant work experience
  • Knowledgeable on country specific rules and regulations for all APAC regions, in particular, in key markets such as China and Japan
  • Ability to understand complex and multi-jurisdictional regulatory requirements and maintain a broad understanding of various processes across APAC
  • Knowledge of APAC regulatory framework with direct relevant experience
  • Working knowledge of compliance within the investment industry including frameworks, tools, and concepts
  • Prior global asset management experience supporting institutional and intermediary clients and knowledge of Asset Management products and vehicles, e.g., separate accounts, SICAVs, private funds, exchange-traded funds, etc.

Preferred


  • Familiarity with the regulatory and legal requirements of the other key jurisdictions, e.g., EMEA/UK, U.S.
  • Knowledge of data processing operations within the financial sector
  • Fluency in Japanese or Mandarin (spoken) and traditional and simplified Chinese (written) – other regional language skills would be advantageous too
  • Previous exposure to US working culture and multiple time zones
