Job Summary: The Assistant Superintendent of Business is responsible for overseeing the financial operations, budget management, facilities, business services, and resource allocation of the school district. This position works closely with the Superintendent, Board of Education, and other district administrators to ensure that the district’s financial resources are managed efficiently and in compliance with all state and federal regulations. This position also ensures efficient and responsible fiscal stewardship while supporting the district's educational mission and core values. The Assistant Superintendent of Business will lead and supervise the Business Services department and will serve as a key advisor on financial matters to support the district’s educational goals. The Assistant Superintendent of Business reports directly to the Superintendent.

Pay Scale: Commensurate with Experience; Individual Contract

Key Responsibilities

Develop, implement, and monitor the annual district budget, including forecasting revenues and expenditures

Manage the district’s financial operations, including accounting, payroll, purchasing, and risk management

Oversee the preparation of financial statements, ensuring accuracy and compliance with local, state, and federal regulations

Analyze financial data to support decision-making and strategic planning

Assist the Superintendent in the preparation of long-term financial plans; provide financial analysis and recommendations

Prepare and present budget proposals to the Board of Education and other stakeholders

Monitor budgetary compliance, making recommendations for adjustments when necessary

Ensure efficient allocation of resources to align with the district’s goals and priorities; ensure all district financial policies and practices comply with legal and ethical standards

Supervise accounting functions, including accounts payable, accounts receivable, and general ledger maintenance

Ensure the district’s adherence to accounting principles and practices, including those related to public sector finance

Oversee the preparation of all financial reports, including monthly, quarterly, and annual reports

Coordinate external audits and implement audit recommendations

Stay current with changes in federal, state, and local regulations regarding public finance, and ensure district compliance

Prepare and submit necessary reports to state and federal agencies

Oversee the application for, management, and reporting of grants and other funding opportunities

Monitor expenditures related to grants to ensure compliance with grant terms and conditions

Work with central and building administrators to identify and secure funding for district initiatives

Oversee the hiring, training, and performance evaluation of Business Office staff

Oversee the Food Services Department, including the School Lunch Program; directly manages the Director of Food Service to ensure effective operations, compliance with nutrition standards, and the successful delivery of meals to students

Ensure the timely processing of payroll and benefits administration for district employees

Serve as the chief negotiator for all collective bargaining agreements in relation to district finances

Supervises the Director of Facilities to ensure the effective management of district facilities, including maintenance, repairs, and capital improvements

Oversee the transportation department, ensuring the efficient and safe operation of busses and other district vehicles, as well as contracted bussing services

Participate in central and building leadership meetings

Assist in managing the district’s investments and cash flow to optimize financial resources

Serve as a liaison between the district and external financial entities, including banks, insurance companies, and government agencies

Lead and manage the preparation for a bond vote, including ensuring compliance with all relevant regulations and deadlines, including coordinating the notification process to the community, overseeing the distribution of informational materials, and facilitating the actual voting process to ensure transparency and adherence to legal requirements

Communicate effectively with staff, community members, and the Board regarding financial issues, budget status, and funding opportunities

Ability to maintain confidentiality and handle sensitive financial information

Strong organizational and time management skills with the ability to prioritize tasks effectively

Ability to work collaboratively with other administrators, staff, and the community

Attend and present at all Budget Meetings, BOE Meetings, Work Sessions, Executive Sessions, and other meetings as determined by the Superintendent and/or the Board of Education; meetings may be in the evening or on weekends

Other duties/responsibilities as assigned by the Superintendent or Board of Education

Required Qualifications

Master's Degree in Business Administration, Educational Leadership, or related field

Valid NYS SDBL certification

Strong knowledge of public-school finance, school finance regulations, budgeting, and accounting systems

Proficiency with financial software and Microsoft Office Suite

Exceptional analytical and problem-solving skills

Excellent communication and interpersonal abilities

Preferred Qualifications

Minimum of 3 years of experience in school district financial management

CPA certification

Experience in managing teams and supervising staff

Grant writing and funding acquisition experience
