The Human Resource Manager is responsible for performing HR-related duties in support of the Kwai Chung, New Territories, Hong Kong distribution center. Must perform at a professional level and work closely with the manufacturing leadership, department managers, and VPs in the support of company initiatives. This position carries out responsibilities in the following functional areas: HR Management, employee onboarding, benefits administration, employee relations, employee communications, training and development, talent management, succession planning, performance management, affirmative action and employment law compliance.
Duties & Responsibilities:
- Develops and administers various human resources plans for all location personnel.
- Plans, organizes and controls all activities of the local Human Resource department.
- Participates in developing department goals, objectives and systems.
- Drives initiatives aimed at optimizing employee satisfaction and productivity.
- Working closely with plant leadership, and various departments, you will develop and implement strategies to cultivate a culture of engagement and belonging.
- Supporting organizational development and effectiveness by driving, improving, and reinforcing strategies, structures, and processes.
- Supporting the training and development of local employees.
- Annually performs benchmarking to ensure the locations factory labor compensation program remains competitive; rewrites job descriptions as necessary; works with Corporate HR to assign appropriate compensation grade to roles.
- Administers the locations annual performance review and merit increase process, analyzes compensation for Exempt and Non-Exempt level roles using KAVX compensation systems.
- Develops, recommends and implements local personnel policies and procedures; involved in benefits administration to include the assurance of timely benefit enrollment, and assist employees in contacting insurance companies to resolve their benefit issues.
- Oversees and directs recruitment effort for all exempt, nonexempt and temporary workers; works with supervisors to screen and interview candidates; extends job offers; monitors career-path program and employee relations counseling; conducts exit interviews.
- Oversees the maintenance of department records and reports. Participates in administrative staff meetings and attends other meetings. Maintains organizational charts and employee directory.
- Evaluates reports, decisions and results of department initiatives in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
- Ensures compliance with all federal, state and local employment laws
- Updates company employee handbook and the policies and procedures manual as needed
- Maintains HRIS records and compiles reports from the database
- Oversees and monitors the performance evaluation process
- Requires occasional travel to other domestic/international facilities and Career Fairs as needed
Preferred Qualifications:
- Bachelor's degree in HR Management plus 4 to 6 years of HR experience preferably in a manufacturing environment
- HRCI or SHRM Certified Professional. PHR or SHRM-CP credentials highly desirable
- Knowledge of Kong Kong US Export Control Laws (ITAR and EAR) and Aviation Programs (FAA)
- Experience in supporting Government Programs
- Extensive working knowledge of HRIS systems preferred
- Excellent interpersonal and oral communication skills
