The Strategic Procurement is responsible for the management of a wide range of purchasing activities which help to sustain the Club's daily operations and major community development projects.

The Job

You will:

Implement a high-performing strategic procurement and category management that delivers best value for the Club's SP30 Project spend:
- Support the development and implementation of world-class procurement and category management strategies;
- Utilize best-practice strategic procurement and category management approaches
- Provide input into and support EMSPCM to develop robust and sustainable procurement and category management strategies for the Club's short, medium and long-term needs taking into industry and other macro trends.
- Work seamlessly across functions, divisions, departments and levels to ensure comprehensive input into strategy development.
Ensure Club's future growth needs are supported:
- Develop sourcing strategies and identify new market trends to expand/consolidate current supply base to support future needs
- Manage supplier portfolio to ensure required capabilities are in place and an appropriate balance between collaboration and competition is achieved
- Incorporate innovation where appropriate to create value for the Club
- Ensure the strategic procurement and category management is able to support new and existing programme / projects / initiatives
Develop and maintain strong supplier relationships that make the Club a customer of choice:
- Develop and manage strategic relationship with an optimum number of preferred category of suppliers and consultants
- Introduce key performance measures for selected supply categories and assessment tools to measure continuous improvement
- Ensure category continuous improvement covers compliance, cost, delivery, quality, uptime/system availability, safety, maintainability and sustainability
- Regularly review the supply marketplace for the PCE category and associated subcategories
- Implement formal feedback loop to ensure suppliers and consultants continue to develop
Ensure reliability of supplier sourcing and supply chain:
- Develop market intelligence on existing and potential suppliers;
- Source and prequalify suppliers in liaison with Business/Users, Technical Departments and CRC Procurement team;
- Maintain a database of competent and qualified Suppliers;
- Ensure Suppliers being sourced are committed to meet business objectives and scope of works;
- Evaluate and manage supply risks, put in place robust contingency plans to ensure supply continuity.
Manage assigned SP30 procurement demand within PRC PCE portfolio categories across all functions:
- Conduct demand planning review (in conjunction with his/her direct report), categorize spends and ensure appropriate category knowledge and data is maintained, incorporated into the strategies, and shared;
- Regularly update internal stakeholders in a structured format the updated category and procurement strategies to reflect changes in the Club's needs, industry, business environment and/or other factors;
- Proactively engage with internal / key stakeholders to ensure full value is driven from strategic procurement & category management-related activities;
- Identify potential targets for opportunity improvements and deliver year-on-year benefits for the PCE categories;
- Check regional/ global sourcing possibilities regularly and benchmark as appropriate;
- Manage the category in a way that addresses Life Cycle Costs and total cost of ownership of the installed solution (i.e., not just the materials but also design and labour)
Ensure the strategic procurement and category management operations are transparent and auditable:
- Ensure strategies are aligned with published governance levels
- Ensure fulfilment of compliance requirements
- Support the development of policies that ensure both irreproachable approach to strategic procurement and category management and efficient, lean operations; ensure policies protect team members from inappropriate influence
- Continuously provide input to optimize procurement processes, structures and systems
- Highlight and address areas within the strategic procurement and category management process for improvement and for alignment with Category Management.

About you

You should have:

Degree holder with professional qualification in Procurement from recognized institute (e.g. CIPS or equivalent)
Minimum 10-12 years' experience
Technical Expertise (breadth and depth) in portfolio/specialist areas (Procurement and/or Construction)
Strong knowledge of strategic sourcing and procurement
Solid Project Management experience

Terms of Employment

The level of appointment will be commensurate with qualifications and experience.
