The Job                  

1. Support and implement an end-to-end integrated functional model from estimating and demand planning, procurement and contract strategies, and commercial management and control including holistic reporting that delivers optimum value and mitigates procurement and commercial risks to the major / key projects of the responsible PCE portfolio.

  • Utilise best practice property sourcing, strategic procurement and commercial and contract approach with due consideration of industry trend, Club’s unique operation, project complexity and commercial risks.
  • Support EMSPCM(PC) to develop robust and sustainable strategies based on demand planning and budget cost estimate for the Club’s short, medium and long-term needs
  • Work seamlessly across functions, divisions/departments to ensure comprehensive input into the procurement and contract strategy development and transparency and accountability in procurement, contract and commercial management function.
  • Lead the identification and securing of opportunities to deliver yearly targeted savings.
  • Active monitoring of construction cost status, management of commercial risks, and supported the settlement of contractual and commercial disputes in collaboration with Property and Business.

2. Within the responsible PCE portfolio, lead the procurement strategies development that deliver values to the major / key projects and forward thinking.  Identify the most appropriate sourcing direction; Build and maintain working relationships with internal and external stakeholders to direct and implement the Club’s sourcing and vendor partnership approach.  Ensure the tender governance is strictly adhered to.

  • Incorporate current know-how about business, industry and other macro trends
  • Understand how industry market and cost trends/events can/will affect the Club’s capital programmes in short and long term
  • Ensure sourcing and procurement operations are transparent and auditable, and aligned with published governance levels
  • Continue to challenge procurement practices to ensure continuous improvement and best practices are utilised
  • Network actively to develop pool of internal and external experts on whom to call for strategic input and sense-checking.

3. Within the responsible PCE portfolio, lead the estimating, cost reporting and post-contract commercial management in enhancing cost forecast, contract management and commercial controls that are accurate and forward thinking.  Ensure benchmarking and cost analysis; developing contract strategies that protect the best interest of the Club with balanced risk.  Providing efficient post-contract management, pro-active cost monitoring, as well as strategizing claims settlement negotiation.

  • Review and enhance budget estimating methodology with support of structured historical cost data analysis and input from external experts.
  • Review and enhance contingency and retained reserve management framework, as well as EFC update and cost monitoring tool.
  • Continue to challenge commercial management practices to ensure continuous improvement and best practices are utilised
  • Network actively to develop pool of internal and external experts on whom to call for strategic input and sense-checking.

4. Establish short-term, medium-term and long-term organizational objective of the streamlined Strategic Procurement & Commercial Management (Property Construction) Team. Improve people capabilities and other enablers in policy and standards to achieve the enhanced one-team end-to-end service approach in support of the major / key PCE project.

  • Assessing and upscaling the capability of staff to meet the roles and responsibilities of the streamlined team.
  • Support EMSPCM (PC) to work with COE team to review policies that align with the streamlined organization and enables operation efficiency.
  • Ensure customer-centric procurement and commercial management operation and processes

5. Provide oversight to the development of sourcing and procurement strategies, and contract and commercial function for major / key Property capital projects for the Club’s subsidiaries and associate companies in Hong Kong and / or Mainland cities, towards corporate strategic objectives

  • Develop and implement efficient and sustainable procurement and commercial management model for Club’s subsidiaries and associate companies that supports the Club’s capital project needs
  • Identify opportunities to create leverage where it will be beneficial to support the Club’s operations in Hong Kong and Mainland cities

6. Build and maintain a knowledgeable and competent strategic procurement and commercial management team to deliver optimum business performance and maintain high standards of service quality for the  major/ key PCE projects of the responsible portfolio.

  • Continuously review team performance and ensure that performance targets are met
  • Provide strong leadership and direction in deployment of cultural transformation, process simplification and/or continuous improvement activities to the PCE team and enable them to achieve the improvement objectives
  • Provide consistent individual performance management by giving regular feedback, conducting coaching sessions, and identifying and addressing transformation-focused training and development needs
  • Maintaining a strategic approach to managing and delivering transformation / improvement activities
  • Continuously strengthen the capability and succession bench of the PCE team through active recruitment, internal grooming and talent retention strategies

7. Ensure Club's future growth needs are supported:

  • Develop sourcing strategies and identify new market trends to expand/consolidate current supply base to support future needs of the responsible portfolio
  • Manage supplier portfolio to ensure required capabilities are in place and an appropriate balance between collaboration and competition is achieved
  • Incorporate innovation where appropriate to create value for the Club
  • Ensure the strategic procurement and category management is able to support new and existing programme / projects / initiatives

8. Enable the Club to be treated as a customer of choice, yet protect the Club’s interests at all times

  • Establish / maintain appropriate strategic partnerships with key suppliers
  • Monitor supplier services, analyse their performance and provide status reports and recommendations
  • Lead the development of a supplier performance approach for the Club, in conjunction with the business

 

 About You

  • Degree holder with professional qualification in Construction, Surveying, and/or Procurement from recognized institute (e.g. RICS, HKIS, CIPS or equivalent)
  • Minimum 15 years of experience in procurement and commercial management for diversified projects in construction industry, preferably in client and/or contractor role
  • Solid experience in cost estimating and analysis, consolidated project cost monitoring and contractual claims settlement
  • Strong knowledge of strategic sourcing / procurement and commercial & contract management tools and techniques
  • Technical expertise (breadth and depth) in portfolio/specialist areas (Construction, MEP, FM, FF&E and/or OE&S)
  • Expertise in the Property and Construction sectors
  • Project management experience is preferred
  • Able to establish, influence and maintain collaborative partnerships and engage in effective negotiations with a broad range of parties is a plus
  • Proficiency in both written and spoken English and Chinese, fluent in Mandarin is a plus
