Our client, a Hong Kong-listed, world-class operator of public services, is seeking an experienced Senior Data Governance Manager to lead the development and implementation of a robust data governance framework. This framework will align with industry best practices and regulatory requirements.

As the Senior Data Governance Manager , you will be responsible for establishing and leading an enterprise-wide data governance program. You will work closely with senior leadership, data owners, and cross-functional teams to ensure data quality, compliance, and security across the organization. This role requires a strategic thinker with deep expertise in data governance principles, tools, and frameworks, as well as the ability to influence and drive change across the organization.

Key Responsibilities:

  • Develop and implement a comprehensive data governance strategy, including policies, standards, and procedures, to ensure data integrity, security, and compliance with regulatory requirements (e.g., GDPR, PDPO).
  • Lead the establishment of a data governance framework, including the definition of roles, responsibilities, and accountability for data ownership and stewardship.
  • Oversee the design and implementation of metadata management, data lineage, and data cataloging processes to enable transparency and traceability of data assets.
  • Monitor and enforce data governance practices, ensuring adherence to internal policies and external regulations.
  • Conduct regular data quality assessments, identify gaps, and drive initiatives to enhance data accuracy, consistency, and usability.
  • Provide leadership and guidance to cross-functional teams on data governance best practices, tools, and frameworks.
  • Collaborate with IT teams to evaluate, select, and implement data governance tools and platforms (e.g., Databricks, Azure Purview, Collibra, Alation).
  • Stay updated on industry trends, emerging technologies, and regulatory changes related to data governance, and ensure the organization remains compliant and competitive.
  • Act as a trusted advisor to senior leadership on data governance matters, providing strategic insights and recommendations.

Key Requirements:

  • Bachelor's degree in Computer Science, Information Systems, Data Management, or a related field. A Master's degree is preferred.
  • Minimum of 10 years of experience in data governance, data management, or a related field, with at least 5 years in a leadership or managerial role.
  • Deep understanding of data governance frameworks, principles, and best practices.
  • Proven experience with data governance tools and platforms (e.g., Collibra, Alation, Informatica, Databricks, Azure Purview).
  • Strong knowledge of data privacy regulations (e.g., GDPR, PDPO) and their implications for data governance.
  • Expertise in data quality management, metadata management, and data lineage concepts.
  • Excellent leadership, communication, and stakeholder management skills, with the ability to influence and drive change at all levels of the organization.
  • Strong analytical and problem-solving abilities, with a strategic mindset.
  • Relevant certifications (e.g., CDMP, DGSP, or cloud certifications in Azure/Databricks) are a plus.
