Responsibilities:
General:
-
(a) Be responsible to the Supervisor or his delegates for the supervision of the construction works assigned to him and carry out duties of a Contractor Employed Clerk of Works as detailed in the Site Administration Handbook (SAH) published by the ArchSD which is available for inspection of the Contractor at the Project Manager’s office with prior appointment during normal office hours.

(b) Manage and monitor the on-site and off-site activities conforming to the Client’s Requirements, ArchSD General Specification, the Site Administration Handbook (SAH), relevant BSEN and Code of Practice, or other documents as specified by the Project Manager or Supervisor or his delegates.

(c) Travel to Mainland China is needed (fabrication of MiC unit and pre-cast element outside Hong Kong)
Construction Stage:
-
(a) Check samples and elated documents against contract requirement and make comment to project team members.
-
(b) Keep approved samples in lockable and appropriate storage, and check against the materials delivered to Site for compliance against contract requirements.
-
(c) Identify and immediately report any errors in, or any discrepancies found, among the documents.
-
(d) Be responsible for the upkeep of site records including site record books and submission of all monthly returns.
-
(e) Maintain and update the filing systems as required by the Project Manager or Supervisor and his delegates.
-
(f) Check and report material and equipment compliance against contract requirements and approval on their delivery to site. Also, check the delivered & installed materials, plants & equipment, and ensure the compliance with accepted & contract requirements; and maintain all inspection records on Site.

(g) Inspect and report the installed works on the acceptable workmanship, drawing approvals, installation requirements and maintain the site inspection records.

(h) Witness on-site and off-site tests as required by the contract and record the results in the site record book.

(i) Check and update the daily labour strength (including check qualified tradesmen & intermediate tradesmen) and works activities on site, and report immediately any deficiency.

(j) Check the requirements under the “Construction Site Safety Manual” and relevant statutory parties are complied with.
-
(k) Monitor all environmental, health and safety aspects of the contractors’ work. Report all non-compliance of safety procedures immediately to the Contractor’s representative, and record this in the site record book.

(l) Monitor and report immediately any unavailable technical approvals, including drawings before the inspections of works to be covered up.

(m) Maintain and update the following records and summary in the format as required by the Project Manager or Supervisor and his delegates: (i) Material and equipment checking. (ii) Works inspection for the daily and scheduled activities. (iii) Abortive works, and compensation events covered by Project Manager’s Instructions. (iv) Test and system performance commissioning.

(n) Provide Site Progress Reports for Site Progress Meetings.

(o) Submit site progress, the technical, accident and special reports to Project Manager or his delegates as required.

(p) Check Contractor’s setting out of all elements. Carry out routine inspections of building works and check for conformity with the Client’s Requirements, accepted design, drawings, specification and contract requirements. Report to the Supervisor or his delegates on all unsatisfactory works.

(q) Monitor the progress of on-site and off-site works against the accepted programme. Maintain site record including site record books and submit monthly returns to concerned parties as required.

(r) Take site photos on site progress of works installation and noticeable defective works and non-compliance of works.

(s) Attend project and contractors progress meetings as required and as directed by the Project Manager or his delegates.

(t) Liaise with the Supervisor on all site matters.
-
(u) Liaise and co-ordinate with the other government departments and public utilities companies for the work on site as required.
-
(v) Arrange and attend the pre-handing over and handing over inspections with relevant parties, including inspections by FSD, statutory parties, utilities services, users, clients’ departments, maintenance agents, etc.

(w) Carry out any inspection works, prepare any site records and reports and witness and report the acceptance of all testing and commissioning works as required by the Supervisor and the Supervisor’s delegates.

(x) Carry out inspection of Defect and outstanding building work at the Completion of the works.

(y) Carry out such other duties as directed by the Project Manager or Supervisor or his delegates.

(z) Supervise the on-site and off-site building works.
Post Handover Stage
-
(a) Provide and update the list of outstanding and defective works and arrange inspections.
-
(b) Arrange handover of spare material and as-built records including drawings complete with manuals, warranties and certificates to the maintenance agents.
-
(c) Monitor and report the progress and status periodically on the followings: (i) Submission and readiness of As-built drawings. (ii) Submission and readiness of Test reports. (iii) The progress of Defect rectification and completion of outstanding / additional works. (iv) Abortive works, and compensation events covered by Project Manager’s Instructions.

(d) Arrange final inspections with relevant parties.

(e) Carry out any inspections and prepare any site records including site record book and reports for outstanding and defective works as required by the Supervisor and his delegates.

(f) Advise the Supervisor or his delegates concerning the rectification of Defect by the Contractor during the period between Completion and the defects date.

(g) Attend all site meetings, site inspections audits and take follow up the corrective actions on non-compliance.

(h) Return all of the above site records and files as required by the Supervisor and the Supervisor’s delegates.
Requirements:
-
Diploma or Higher Certificate in Building or Building Studies from the Hong Kong Polytechnic University / Polytechnic or Hong Kong Institute of Vocational Education / technical institute / technical college or from a recognized institution or university in Hong Kong or equivalent and;

Attained the language proficiency requirements of ‘level 2’ or above in Chinese Language and English Language in Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent (Note: ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 2’ Chinese Language and English Language in the 2007 HKCEE and henceforth) together with;

3. At least three (3) years relevant post-qualification experience including at least 1 year’s experience as Assistant Clerk of Works.

Candidate with more experience will be considered as Senior Clerk of Works.
