The Department

Among various duties of the External Affairs (EA) Department, one of the key roles is to act as a bridge between the Club and relevant external stakeholders through developing and maintaining amicable working relationships with them. EA is responsible for strategizing and implementing overall stakeholder engagement strategies / planning to support the Club’s business operations and achieve business objectives as well as other critical issues at both but not limited to District Council and Legislative Council levels. EA also formulates plans and strategies in supporting business departments of the Club by managing regulatory matters pertaining to the Club’s overall operation. It also oversees the Club’s Responsible Gambling Policy and practices to ensure that they are on par with international best practices; and is responsible for raising public awareness on the Club’s efforts in this area. Organization of social/community service programmes is also a key responsibility of EA.

Reporting to Senior Manager, External Affairs (Betting Licences), the post-holder assists in:

  • Formulating and implementing strategies to facilitate the operations of horse race betting, football betting and Mark Six lotteries as well as new betting initiatives by maintaining the Club’s role as the sole authorised licencee and seeking greater flexibilities in the betting licences for business development;
  • Handling licencing matters for the implementation of new betting initiatives to tackle the growing severity of the illegal betting problem;
  • Liaising with the betting regulator to promote betting business development and ensure business operations;
  • Fostering betting regulator and relevant government stakeholders’ understanding on the Club’s Integrated Business Model with a view to protecting the Club from unfavourable changes of the betting regulatory regime; and
  • Building and maintaining a network of relationship with the Government, particularly senior officials of the betting regulator

The Job

You will:

  • Assist in formulating and implementing strategies to support betting and related businesses growth and combating illegal betting by lobbying for more flexibilities in betting licences, more betting products and lower betting duties.
  • Assist in devising stakeholder engagement strategies and action plans in support of the Club’s betting business development.
  • Assist in allocating and utilising EA resources to support betting business development and betting licences related stakeholder engagement strategies.
  • Contribute to effective teamwork among Betting Business Development, Betting Licences and Responsible Gambling Teams in EA to align the teams with a shared platform of knowledge and methodology.
  • Contribute to the development of an amicable and effective working relationship with other divisions/departments, and define clearly the roles, responsibilities and values of EA in supporting the work of other divisions/departments to achieve the Club's business objectives and priorities.
  • Support major events and projects undertaken by EA to ensure successful delivery and full compliance with the internal processes.

About You

You should have:

  • Bachelor degree holder with over 4 years of relevant experience
  • Understanding of Betting Policy of the HKSAR Government
  • Ability to engage and establish rapport with the Government, local stakeholders and organisations of different backgrounds, interests and expectations
  • Experience and capability in project planning and execution
  • Hands-on experience in devising stakeholders’ engagement, strategy and implementation.
  • Solid experience in staging lobbying work with Government
  • Proven record in resource management and team building
  • Proficiency in Cantonese and English (both speaking and writing)
  • Experience in working with the Government, NGOs and local organisations
  • Knowledge and sensitivity in the political landscape, political parties and pressure groups.
  • Candidates with more experience will be considered as Assistant Manager, External Affairs (Betting Licenses).
