Salary: $127,700 per month
Entry Requirements:Candidate should have:
(a) a bachelor’s degree from a university in Hong Kong, or equivalent;
(b) attained Level 3 or above in both Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE), or the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent ;
(c) a minimum of 15 years of post-qualification full-time work experience in film and/or creative industries, with at least 10 years at managerial level or above;
(d) broad knowledge of, and solid experience and extensive networks in film and/or creative sectors;
(e) strong leadership and management capabilities as well as good interpersonal and communication skills to connect with private associations/companies, government authorities and non-governmental organisations local and abroad to cultivate and promote the film and creative sectors;
(f) good command of written Chinese and English, and fluency in spoken Cantonese, Putonghua and English; and
(g) strong problem-solving, analytical, organising, communication and management skills, and the ability to work independently.
[Note: For non-civil service appointment purpose, ‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.]
Duties: (a) To formulate strategies in collaboration with the trade and industry associations of the film sector in administering Film Development Fund (FDF) related to the development of film and streaming platform;
(b) To assist in formulating policies and strategies for promotion of the long term development of film industry and nurturing of talents;
(c) To process projects/applications conducive to the development of film industry and nurturing of talents from the trade and industry associations of the film sector;
(d) To formulate strategies and draw up implementation plans to support the film industry in creation of intellectual property (IP), nurturing IP production, IP trading and cross sectoral collaboration on IP;
(e) To assist in drawing up programmes in enhancing the film industry to explore business/commercialisation opportunities and yielding economic values through IP trading;
(f) To administer funding schemes under FDF including the Other Film-related Projects Scheme, First Feature Film Initiative, Content Development Scheme for Streaming Platforms and Scriptwriting Incubation Programme including vetting applications, preparing papers for seeking approval from Fund Vetting Committee/Film Development Council, preparing assessment/progress/ completion reports and monitoring of project progress; and
(g) To head the Film Development Section for its daily operation and represent the team to attend and officiate events when necessary.
Note:
(1)Subject to the exigency of services, the appointee may be required to work irregular hours and overtime, including Saturdays, Sundays and Public Holidays.
(2)Shortlisted candidates will be required to attend a written test and/or an interview.
Terms of Appointment: Successful candidate will be employed on non-civil service contract terms for 12 months.
Fringe Benefits A gratuity may be granted at the end of contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Ordinance (Cap. 485), will be equal to 15% of the total basic salary received during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, sick leave, etc., where appropriate, will be granted in line with the provisions in the Employment Ordinance (Cap. 57).
