The Duties

  • Provide strategic counsel to the EOC management on the corporate communications of the EOC, develop the corporate narrative and messaging that serve to uphold the EOC’s brand image and reputation;
  • Devise comprehensive communications, publicity and public education strategies and plans and oversee their implementation to promulgate the anti-discrimination legislation and the work of the EOC;
  • Manage media relations, oversee the preparation of press releases and related materials and organise media campaigns and activities, such as briefings, to maximise the media exposure of EOC’s work;
  • Oversee the development and implementation of the EOC’s social media strategies, and supervise the day-to-day management of various social media platforms to increase the EOC’s reach and publicity mileage;
  • Supervise the development of a full range of publications and publicity materials in different formats, including annual report, newsletters, brochures, announcements in the public interest, corporate videos, presentation materials, etc. to promote the EOC’s work;
  • Network and foster relations with stakeholders, build community partnerships and manage funding programme to promote the values of diversity, equal opportunity and inclusion in the community;
  • Monitor and evaluate media and public sentiments relating to the implementation of the anti-discrimination legislation and the work of the EOC, identify potential risks and recommend follow-up actions; manage crisis communications and co-ordinate with both internal and external parties the communications strategies and messages to mitigate the risks;
  • Collaborate with other divisions on the submissions to the Legislative Council and formulation of the strategic plan of the Commission, and support other corporate initiatives as needed; and
  • Undertake any other duties as assigned, including but not limited to internal transfer to other divisions within EOC.


The Person

  • University graduate with at least 10 years’ full-time post-qualification relevant working experience in corporate communications, of which at least 5 years in supervisory / managerial positions
  • Established relations with the media and an excellent track record working in public bodies or commercial organisations
  • Sensitive to the social, political and economic environment of Hong Kong for the operation of social legislation
  • Good understanding of the anti-discrimination legislation and issues of equal opportunities
  • Strong leadership ability and people management skills, analytical power and strategic vision
  • Innovative and ability to work under pressure and manage difficult situations
  • Excellent command of written and spoken English and Chinese (proficiency in Putonghua an advantage)
  • Motivated and committed to EOC’s vision, mission and values


[Appointment will be on three-year agreement terms renewable depending on service needs and performance. The remuneration package will consist of a basic salary and a cash allowance in accordance with the Commission’s policy. The appointee will also be eligible for a gratuity on completion of the agreement subject to satisfactory performance and conduct. ]
