Entry Requirements:
Applicants should: –
(a) have a bachelor’s degree in design, media or journalism from a Hong Kong university, or equivalent;
(b) have at least 2 years of full-time post-qualification work experience, including at least 1 year of such work experience in government departments or public organisations, in design or media or journalism, including managing social media platforms and copywriting;
(c) meet the language proficiency requirement of Level 2 or above in English Language and Chinese Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (See Note);
(d) be well-versed with IT skills, social media and multi-media tools (including MS Word, Excel, PowerPoint, graphic design and video editing software such as Adobe Photoshop, Illustrator, Lightroom, InDesign, Premiere, After Effects, and Final Cut Pro, etc);
(e) have good knowledge of social media management and experience in operating social media accounts/pages for business use (such as YouTube, Facebook, Instagram and their advertising platforms); preferably familiar with Chinese social media platforms, including WeChat, Weibo and Xiaohongshu;
(f) have good knowledge of creating, shooting and editing video and images, infographics and writing captions and posts on social media platform and skills in using design software;
(g) have effective research skills, including the use of online resources;
(h) have keen interest in and good knowledge of environmental/food and environmental hygiene policy would be an advantage.
(Note:“Grade E” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 2” in Chinese Language and English Language in the 2007 HKCEE and henceforth.)
Note:
The hours and venues of work may be varied having regard to the operational needs of the bureau. The successful candidate may be required to (a) work irregular hours and overtime, including evenings, weekends and public holidays; and (b) work outdoors frequently.
Duties:
(a) To analyse the public sentiments on social medial platforms, including but not limited to Facebook, Instagram and YouTube, etc.;
(b) To assist in determining contents to be used on the Environment and Ecology Bureau’s social media platforms, particularly regarding the Secretary for Environment and Ecology, taking into consideration the public sentiments;
(c) To design graphical contents of the social media platforms;
(d) To produce video contents and take photos for posts to be issued on the social media platforms;
(e) To conduct researches on local and overseas practices in respect of the use of social media and any project areas as directed; and
(f) To assist in publicity activities related to the social media platforms of the Environment and Ecology Bureau.
Fringe Benefits:
14 days paid annual leave will be granted to the successful candidate. The eligibility for rest days, statutory holidays (or substitute holidays), maternity / paternity leave and sickness allowance, where appropriate, is in line with those provided for under the Employment Ordinance. A gratuity may be granted at the end of the contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary received during the contract period.

The new version of application form for Government jobs G.F. 340 (Rev.7/2023) has been in use with effect from 26 July 2023. Candidates (regardless of applications submitted online or by post) are required to submit a job portfolio by post, which includes at least 4 samples of past work in government departments or public organisations and brief written descriptions of how software application(s) were used, skills were deployed and themes were set in designing and creating respective sample work.

Candidates who are selected for interview will normally receive an invitation within eight weeks from the closing date for application. Terms of Appointment:
Successful candidate will be employed on non-civil service contract terms for a period of 24 months. Renewal of contract will be subject to the service need and the performance of the candidate.
