Responsibilities

• Lead programming team to manage the planning and programming function in Capital Works Business Unit, develop integrated master programmes for railway projects and ensure comprehensive schedule management standards and programme integration;
• Drive the development and implementation of digital processes for time management and NEC4 contract administration, including earned value management systems and digital as-built records;
• Provide expert advice to Capital Works’ Leadership Team, oversee the analysis of critical paths and assumptions, and maintain an effective check and balance system, ensuring the project programmes strictly adhere to the definitions and requirements;
• Identify and mitigate project programme risks using Quantitative Schedule Risk Assessment (QSRA), develop mitigation strategies and provide leadership in any delay recovery measures to secure on-time delivery of projects;
• Review and endorse programming aspects of consultancy and tender documents, oversee the management and control of programming data at corporate level;
• Responsible for upholding the programming standards and best practices, ensuring alignment with requirements, regulations, and latest technologies, setting programming standards and best practices for implementation by all project programming teams;
• Lead and build a high-performing and agile programming team, develop and implement strategies for upskilling and capability enhancement within the team, fostering a culture of innovation and continuous improvement.

Requirements

• Degree in Engineering or a related discipline
• A minimum of 25 years of relevant experience in project management or project programming roles of large-scale railway or infrastructure projects, of which at least 10 years in managerial role in multi-disciplinary environment
• Possession of Corporate Membership of a recognised professional engineering institution

Remarks

• Appointment will be made on two-year renewable contract terms
