Job Purpose:

The core purpose of this role is to provide leadership for personnel deployment function for both the headquarters’ level and field offices (if any) of International & Relief Service. S/he works closely with the Head of International & Relief Service (IRS) to lead the development and execution of personnel deployment policies, procedures, system, mechanism (including rosters) and plans related to emergency & non-emergency missions/trips, as well as establishment and maintenance of field office.  
 

Key Responsibilities:

  • Lead the execution of team’s plans in compliance with Hong Kong Red Cross (HKRC) policies, HKRC project management requirement, humanitarian standards and Movement criteria of success, in order to achieve the highest level of relevancy to humanitarian needs and accountability to the public, the donors, partners and people receiving assistance.
  • Lead establishment and maintenance of policy, guidelines, and mechanisms related to staff talent management, retention and engagement, to achieve service quality and accountability through development of competent staff.
  • Lead the recruitment of professional volunteers, especially but not limited to in Health Emergency Response Unit under IRS.
  • Identify, build as relevant, and maintain impactful partnerships with community /groups, institutions, professional bodies & social service sector, private sector, RCSC & Movement partners for effective, accountable and innovative service development.
  • Collaborate with technical teams, to ensure tailored, relevant and updated briefing, training and personal development options for staff and volunteers to maintain desirable competencies.
  • Lead the development and arrangement of overseas emergency response trainings and build up the capacity of HKRC regarding field-related trainings for overseas operations.
  • Develop and manage an appropriate system for safety and duty of care; as well as providing appropriate award or handling misconduct and other forms of grievances for related stakeholders on overseas missions.


Requirements:

  • Bachelor’s degree in any discipline, preferably in management related disciplines
  • Minimum 5 years’ post-graduation relevant work experience, in which have at least 3 years at managerial level
  • Experience in working in social work sectors or institutional (National Society) capacity building a definite asset
  • Experience in working abroad/managing human resources in different countries or managing volunteers is an advantage
  • Good knowledge of human resources related policies, guidelines and mechanism in mainland China and/or other countries
  • Good knowledge of overseas emergency services is an advantage
  • Strategic-minded with vision, strong interpersonal and leadership skills
  • Mature personality, self-motivated, strong sense of responsibility, independent, able to work in a multi-disciplinary team and under pressure
  • Excellent command of both written and oral English, Chinese/Cantonese/ Putonghua.
  • Candidates with less experience will be considered for Deputy Manager (Field Personnel)
