Assistant Director of Finance (Purchasing & Support Services Section) (Role: Head of Procurement) (24250085)
Reporting to the Director of Finance, the Assistant Director of Finance will head the Purchasing & Support Services Section of the Finance Office, which the main duties are the following:
Responsibilities:
- Responsible for the procurement function transformation by establishing relevant strategies to establish demand planning framework, as well as the sub-category plan through dynamic cost structures;
- Oversee the daily procurement operations, which include working closely with different departments or faculties to meet the business requirements, tender specification and contract terms, as well as negotiating the best deals with the service providers;
- Ensure all procurement transactions are fully complied with the established regulations and procedures;
- Conduct regular review of the University's procurement processes and procedures to enhance operational efficiency, e.g. drive digital transformation of streamline the existing work processes;
- Supervise the University’s fleet of pool cars and campus mailing services;
- Develop and implement procurement policies and procedures, including sustainable procurement;
- Provide advice and/or response on procurement activities, property purchases, ICAC studies and internal audit reviews;
- Provide relevant guidance to the procurement team, fostering a culture of continuous improvement in terms of productivity, as well as setting up cost-saving measures without compromising the quality of the services/products from suppliers;
- Support the Director of Finance regarding the administrative and secretary tasks for the certain Tender Boards and committees of the University; and
- Perform ad-hoc tasks as assigned by Director of Finance.
Requirements:
- A bachelor’s degree in business administration, Supply Chain Management, Procurement or relevant disciplines. CIPS or similar professional qualifications will be an advantage;
- Extensive management and relevant experience of at least 15 years, preferably in sizable organisation;
- Excel in analysis and governance, proven ability to exercise sound oversight of procurement operations;
- Solid experience in e-Procurement system and strong sense of procurement compliance;
- Strong analytical mind, good interpersonal skills, problem solving skills and ability to face new challenges arise from the change management;
- Strong leadership and organisational skills in coaching, motivating, and retaining talent;
- Ability to work under pressure, independently and meet tight deadlines;
- Experience in public organisation would be an advantage; and
- Good command of both written and spoken English and Chinese, including Mandarin.
The initial appointment will be offered on a fixed-term contract of 3 years. Re-appointment thereafter will be subject to mutual agreement.
Salary will be commensurate with qualifications and experience.
