Company and Mission
Our client, a large conglomerate's Hong Kong subsidiary, is seeking an HR Director - Recruitment to lead their talent acquisition efforts. This role is crucial in ensuring the company attracts and retains top talent to meet its strategic goals. The ideal candidate should have a strong understanding of Chinese culture and be familiar with recruitment practices and labor regulations in both Mainland China and Hong Kong. Excellent leadership skills and strategic thinking are essential for this position.

Reports To: HR Head  

RESPONSIBILITIES:
Talent Acquisition Strategy:
  • Develop and implement a comprehensive recruitment strategy aligned with the company’s business goals and growth plans.  
  • Identify and anticipate talent needs across various departments and levels, ensuring a proactive approach to recruitment.    
Market Expertise:  
  • Leverage in-depth knowledge of the Mainland China and Hong Kong labor markets to source and attract top talent.  
  • Stay updated on market trends, salary benchmarks, and competitor practices to ensure the company remains competitive.  
Recruitment Process Management:  
  • Oversee the end-to-end recruitment process, from job posting and candidate sourcing to interviewing, offer negotiation, and onboarding.  
  • Ensure a positive candidate experience and maintain a strong employer brand in both markets.  
Stakeholder Collaboration:
  • Partner with senior leadership and hiring managers to understand their talent needs and provide strategic recruitment solutions.  
  • Provide regular updates and reports on recruitment metrics, including time-to-fill, cost-per-hire, and candidate quality.  
Team Leadership & Development:  
  • Lead and mentor a team of recruiters and recruitment coordinators, fostering a high-performance culture.  
  • Enhance the team’s capabilities through training, coaching, and the implementation of best practices  
Employer Branding:
  • Develop and execute employer branding initiatives to attract top talent, including participation in job fairs, industry events, and campus recruitment programs.  
  • Promote the company’s values and culture to position it as an employer of choice in both Mainland China and Hong Kong. 
Compliance & Risk Management:
  • Ensure all recruitment activities comply with local labor laws and regulations in Mainland China and Hong Kong.  
  • Mitigate recruitment-related risks by implementing robust processes and controls.

Qualifications:
Education & Professional Experience:  
  • Bachelor’s degree or higher in Human Resources, Business Administration, or a related field.
  • Minimum of 10 years of experience in recruitment, including at least 5 years in a leadership role.
  • Proven track record of recruiting for senior-level and specialized roles in Mainland China and Hong Kong.
  • Previous experience working in recruitment or headhunter firms is welcome.  
Technical Knowledge & Skills:  
  • Strong knowledge of recruitment tools and technologies, applicant Tracking Systems (ATS) and LinkedIn Recruiter.  
  • Familiarity with labor laws, regulations, and market practices in Mainland China and Hong Kong  
Language Proficiency:
  • Fluency in English, Mandarin, and Cantonese, with excellent written and verbal communication skills.  
Personal Attributes:  
  • Strong leadership, strategic thinking, and problem-solving abilities.  
  • High level of integrity, professionalism, and ability to work under pressure.  
  • Cultural sensitivity and adaptability to navigate cross-cultural business environments
