Salary: $127,700 per month
Entry Requirements:Candidates should have / should be –
(a) a bachelor’s degree from a Hong Kong university, or equivalent;
(b) attained “Level 3” or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE)/Hong Kong Certificate of Education Examination (HKCEE), or equivalent [Note (1)];
(c) a minimum of 12 years of post-qualification full-time work experience, including at least 5 years of full-time work experience in senior executive positions in either: (i) the Government / higher education institutions / non-governmental organisations / public organisations, with responsibilities in policy formulation and execution of work related to youth development, community engagement and outreach; or (ii) private organisations, with responsibilities in youth-oriented corporate social responsibility programmes. Previous experience in implementing youth outreach / engagement programmes or overseeing youth associations/ networks is a benefit;
(d) proven experience and strong capacity in carrying out strategic planning, budgeting, programme implementation, stakeholder liaison and event management;
(e) solid experience in planning and executing strategic publicity and promotional campaigns, preferably in both offline and online modes;
(f) sound knowledge of the nature, work and operation of the Government, education institutions and youth-related organisations and bodies;
(g) excellent command of both written and spoken English and Chinese. Fluency in Putonghua is a benefit;
(h) good command of computer knowledge including MS Word, MS Excel and MS PowerPoint;
(i) good knowledge and understanding of the operation of the Government or public organisations; and
(j) strong planning, organisational, analytical and interpersonal skills and ability to work independently under pressure.
Note: (1) ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.

Duties: (a) To plan and execute youth engagement activities and programmes and initiatives under the Home and Youth Affairs Bureau, including but not limited to formulating youth engagement strategies, recruiting participants, setting up and overseeing youth groups/networks, building and sustaining relationship with youth participants and communities, and on-going programme/initiative branding via social media and other applicable platforms, and performance metrics tracking;
(b) To identify collaboration opportunities and cultivate strategic partnership with private and public sectors and/or other external partners for youth development related initiatives and programmes;
(c) To oversee and monitor the operation and implementation of youth development programmes, including the performance of external service contractors/recipient organisations and to provide secretariat support to relevant meetings;
(d) To oversee the financial and budgetary planning and control of youth development initiatives and programmes, especially the on-going publicity of the initiative/programme;
(e) To pay duty visits to the Mainland and overseas locations as and when required and assist in handling the logistics and related matters;
(f) To liaise with other bureaux/departments and Mainland and overseas authorities in organising joint programmes and provide executive/administrative support; and
(g) To undertake any other duties as assigned by senior officers, including supervising the work of subordinates and working outside of normal office hours.
Terms of Appointment: Successful candidate will be appointed on non-civil service contract terms for a period of 24 months.
Fringe Benefits A gratuity may be granted at the end of the contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (MPF) Scheme as required by the MPF Schemes Ordinance, equals to 15% of the total basic salary drawn during the contract period. In addition to statutory holidays, 12 days paid annual leave, maternity leave and sickness allowance will be granted to the candidates appointed. Details of which will be confirmed at the time of the offer of appointment.
