The Department

The Strategic Procurement is responsible for the management of a wide range of purchasing activities which help to sustain the Club's daily operations and major community development projects.
 

The Job

Responsible for demand planning of the C&M sub categories Security Operation/ Transport & Logistic/Corporate Supplies & Services) across the entire business and ensure Procurement’s early involvement:

  • Conduct demand planning on a regular basis for the sub categories within C&M, drive actions associated with spend analysis and ensure appropriate category knowledge and data are maintained, incorporated into the strategies, and shared
  • Manage demand and ensure sub-category plan to meet project requirements
  • Regularly update all internal stakeholders with Software progress in a structured format
  • Proactively manage internal stakeholder to ensure full value is driven from strategic procurement & category management-related activities

 

Develop and implement sub category plans which ensures supply availability, meets quality standards, and delivers best value to the Club:

  • Identify potential targets for opportunity improvements and deliver year-on-year benefits for Security Operation/ Transport & Logistic/Corporate Supplies & Services, particularly Security Guarding Services, Cross Border Horse and People Transportation and  Horseboxes 
  • Define sub-categories strategies and objectives considering Business / User departments’ target
  • Proactively engage with key stakeholders to develop, communicate and obtain support for innovative and rigorous procurement and category management strategies
  • Develop sub-category plan through dynamic analysis of cost structures, supplier research, market indicators and expenditure opportunities
  • Update sub-category plan and procurement strategies to reflect changes in the Club's needs, industry, business environment and/or other factors

 

Monitor market intelligence and sourcing opportunities to ensure the Club's future growth needs are supported:

  • Monitor the market constantly and search out new goods, services and the latest technology most compatible with user requirements and Club standards
  • Check regional / global sourcing possibilities regularly and benchmark with negotiated prices;
  • Develop sourcing strategies together with Deputy Executive Manager (C&M) to identify new market trends to expand/consolidate current supply base to support future needs
  • Maintain knowledge database of supplier’s markets, capabilities and technology
  • Guide junior team members on spend analysis, market research and sourcing activities

 

Lead the sub-category team to execute strategic initiatives /supplier strategies (sourcing / tendering, etc.):

  • Formulate appropriate procurement strategies for major purchases and conduct regular reviews with budget holders
  • Participate in major projects, arrange purchases, support supplier negotiations, contracts, Terminations
  • Manage and oversee daily procurement activities and ensure that the Club obtains the best possible terms in all aspects within established guidelines
  • Supervise a team of staff to ensure departmental objectives are achieved

 

Develop and maintain strong supplier relationships that make the Club a customer of choice:

  • Develop and manage strategic relationships with an optimum number of suppliers
  • Introduce key performance measures for selected supply categories and assessment tools to measure continuous improvement
  • Ensure category continuous improvement practices include compliance, cost, delivery, and quality, uptime/ system availability, safety, maintainability and sustainability
  • Regularly review the supply marketplace for Marketing & Media, Broadcasting & Betting)
  • Implement a formal feedback loop to ensure suppliers continue to develop
  • Administer supplier registration process and responsible for supply base management

 

Ensure reliability of supply chain:

  • Develop market intelligence on existing and potential suppliers
  • Source and prequalify suppliers in liaison with business stakeholders
  • Maintain a database of competent and qualified suppliers
  • Ensure suppliers are able to meet performance specifications/ SLAs
  • Evaluate and manage supply risk, put in place robust contingency plans to ensure supply continuity

 

About You

  • Degree holder with professional qualification in Procurement, Supply Chain, Business Administration or related disciplines
  • Minimum 8-10 years of procurement experience (essential)
  • Good knowledge of category management in one of more of the categories including but not limited to corporate services, marketing and promotions, maintenance services, labour and service contracts(Essential)
  • Capable of negotiation; self-motivated with mature business acumen (essential)
  • Familiar with e-Procurement system development and operation (essential)
  • Possess high level of integrity, work ethics and good moral values (essential)
  • Able to establish, influence and maintain collaborative partnerships and engage in effective negotiations with a broad range of parties. (preferable)
  • Proficiency in both written and spoken English and Chinese, fluent in Mandarin is a plus
