JOB DESCRIPTION

Sha Tin College is seeking to appoint a Human Resources (HR) Manager to manage daily operations, HR administrative services, and oversee all support staff, ensuring organisational effectiveness and efficiency in line with ESF policies and procedures. 
 

Role Specifications

Human Resources

  • Execute day-to-day tasks related to staff management  
  • Manage staff personal data and leave and maintain absolute confidentiality of personnel information
  • Monitor the sick leave submissions of teaching and support staff
  • Manage monthly payroll administration to ensure correct payments are made to supply teachers, EAs, casual workers and invigilators
  • Prepare a monthly timesheet for payment to supply teachers and part-time teachers
  • Line manage General Office staff, monitoring daily operations 
  • Manage all General Office services and processes ensuring operations and procedures are appropriate, relevant and well organised and implement changes to improve operational efficiency
  • Handle customer inquiries and complaints, as needed
  • Review and approve stationery supply inventory, sales and audit
  • Ensure accurate and complete HR data and generate monthly management reports
  • Manage and address HR related enquiries from staff and prospective employees
  • Collaborate and support ESFC on the implementation of any new systems or procedures
  • Liaise closely with ESFC to ensure school practice is aligned with ESF policy
  • Manage any special projects as assigned, maintaining reporting processes for the duration of the project
  • Manage assigned budget, track expenses, plan expenditure and prepare annual budget requests as required

Recruitment

  • Manage staffing and recruitment processes including job descriptions, advertisements, setting up interviews, conducting interviews, notifying candidates, onboarding and offboarding, as required
  • Respond to general inquiries regarding the recruitment process
  • Maintain records and assist in performing pre-employment screening on all new hires
  • Assist in new staff orientation and training, including Eaccess
  • Collect information and documents from staff for ESF contract preparation, teacher registration and visa application as requested

Staff Performance Review

  • Oversee staff appraisal and performance processes
  • Evaluate and manage support staff performance, identifying and recommending training
  • Organise and coordinate professional development programmes for support staff in consultation with the PD Senior Leader
  • Oversee line management of support staff who are directly line managed by academic staff 

Cover and Supply Teachers

  • Be the back-up for cover and supply teachers
  • Learn and maintain the appropriate cover software system
  • Update and post daily cover to all staff, as needed
  • Manage the duty roster in relation to daily teacher absence

Others

  • Support whole school events
  • Perform other duties and assume accountability as apparent or as delegated
  • Remain updated on technical and professional knowledge by attending workshops, building networks with other ESF HR & Office Managers and staying up-to-date with best practices and operational developments

Core Professional / Technical Competencies

  • Proficiency in MS Word, Excel and Other Microsoft Applications
  • Excellent communication skills in written and oral English and Cantonese (desirable)
  • Knowledge of employment practices
  • Knowledge in related Ordinances such as the Employment Ordinance, MPF Ordinance and Inland Revenue Ordinance (desirable)
  • Understand a school operations/functions/systems context (desirable)
  • Able to handle confidential assignments and maintain absolute confidentiality and discretion
  • Attentive to details and follow-up work
  • High initiative, pro-active and self-motivated team player and strong prioritization skills in handling multi-tasks
  • Ability to work with diverse groups and cultures

Education

  • University graduate (preferably in Human Resources or Administration disciplines) with adequate proficiency in the use of English in an English- speaking working environment

Experience

  • 5 years in an HR operational environment
