Designated Assignments/ Projects: To perform building control works undertaken by Independent Checking Unit; to handle various New Works Projects; to handle maintenance works in relation to estate management or to carry out foundation contractor performance assessment etc.
Entry Requirements
Candidates should
(1) have a Corporate Membership of the Hong Kong Institution of Engineers (HKIE) (Structural or Civil Discipline) elected after 5 December 1975, or equivalent [See Note (2)]; and
(2) obtain Level 2 (“Grade E” before 2007) or above in Chinese Language and English Language (“Syllabus B” before 2007) in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent.
Note (1) : All qualifications and working experience required should be obtained on or before the closing date for application.
Note (2) : Candidates should clearly specify the discipline(s) of their Corporate Membership in Section A “Academic/Professional Qualification Attainment” of the Application Form [HD917 (Rev. 2024)]. For holders of qualifications in the Civil Discipline, relevant experience in structural engineering design and practice is required.
Main Duties
A Term Structural Engineer will be deployed to work in various assignments / projects. Duties mainly include:
(1) preparing, and / or managing consultants on, structural design, drawings, details, schedules, calculations and specifications, supervising the works and administering contracts for demolition, foundation and building projects under the Housing Authority’s purview;
(2) acting as Resident Engineer for Housing Authority’s demolition, foundation and building contracts, and monitoring safety and quality of works carried out on building sites;
(3) advising on the maintenance to the structures of buildings under the Housing Authority’s purview;
(4) administration of structural engineering and other related aspects of building control functions with associated emergency service duties arising from the Buildings Ordinance and allied legislations. The typical types of work include examining structural plan proposals and to carry out any related actions such as the issue of approval and consent for commencement of works, related site inspections, witnessing of related site testing, etc;
(5) supervising the work of supporting technical and site staff;
(6) establishing and administrating a new foundation contractor performance assessment team, and conducting site surveillance check and foundation contractor performance assessment; and
(7) performing any other associated duties as required.
Terms of Appointment
Successful candidate(s) will be appointed on Housing Authority temporary terms with an agreement of 1-year contract to a designated assignment(s). Further renewal of agreement may be offered subject to satisfactory performance and conduct of the candidate, and the operational needs. The entry pay, terms of appointment and conditions of service to be offered are subject to the provision prevailing at the time the offer of appointment is made.
Fringe Benefits
A contract-end gratuity may be granted upon satisfactory completion of the 1-year contract with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Housing Authority to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period. Candidates appointed are eligible for 12 days’ paid annual leave. Other benefits such as rest days, statutory holidays (or substituted holidays), annual leave, sick leave, sickness allowance, maternity leave and employees’ compensation, where appropriate, will be granted on terms not less favourable than the provisions of the Minimum Wage Ordinance, the Employment Ordinance and the Employees’ Compensation Ordinance.
