The Job
You will:
Establish framework (i.e. processes/methodologies/practices/approach) for all IT divisional programmes and projects for programme assurance based on the Key Project Success Factors in IT Division
Complete face-to-face and paper-based reviews and evaluations of all IT divisional projects and programmes
Establish quality project management and the creation of assurance templates by design
Establish the highest level (“state of the art”) templates and standard framework in the IT Division Programme and Project Management Assurance to manage stakeholders, planning, programme scope, risk issues and dependencies and benefits
Review key technology programmes (all IT OIs – Opportunities and Initiatives in IT) as the first line of governance against success criteria; make recommendations to improve delivery and establish heatmaps according to project health status; and track progress against assurance findings and recommendations until resolution
Examine and investigate IT projects to determine status and progress to ensure improvement suggestions are implemented in a timely manner and to quality standards
Put in place action plans for each IT project to move into the desired state (“green zone”)
Raise project and programme management capabilities and quality throughout HKJC and IT
About You
You should have:
Degree from an accredited university is preferred
At least 15-20 years of hands-on project management experience from a large and complex organization
Strong understanding and hands-on practical application of program management practices (e.g., Agile and PMP) is a must
Professional programme management certification (e.g., Six Sigma, PMI, Project Management Professional, Prince2 or similar) is desirable
Background from training consultancy is welcomed in being able to transfer knowledge and share experiences
Background from any industry is welcomed
Highly collaborative
Strong interpersonal and communications skills through all levels of the organisation
English proficiency (written and spoken)
Cantonese proficiency (written and spoken an advantage)
Solid knowledge of Microsoft Suite (Word, Excel, PowerPoint and Project)
Knowledge of Excel Macros and VBA is a plus
Strong self-initiation, problem-solving skills and a can-do spirit
Solid understanding of IT infrastructure technical domains (e.g., Network, Systems, Storage, Database, End User Computing, IaaS and PaaS virtual infrastructure)
A proven track record in project management or programme management skills from any background/industry is required
Expert problem-solving skills are required. The candidate needs to be an expert in detecting problems in project management and delivery and be able to suggest viable solutions for all IT divisional programmes and projects
Strong coaching and influencing skills (across all levels of organisations from junior to senior project leaders)
