The Legislative Council Secretariat (“the Secretariat”) is looking for high calibre individuals for appointment as Senior Information Technology Officer in its Information Technology Office of the Administration Division. Under the supervision of The Legislative Council Commission, the Secretariat’s mission is to provide efficient and professional secretariat, research and administrative support for the Legislative Council (“LegCo”), enhance community understanding of the activities of LegCo and ensure an effective avenue for redressing grievances of members of the public.
Main duties
The main duties of a Senior Information Technology Officer include:
(a) leading a team to manage, develop and implement artificial intelligence (“AI”)-based information technology (“IT”) projects, and ensuring the timely delivery of high-quality AI-powered IT services;
(b) formulating AI governance strategies and policies, conducting technical studies and product evaluation, defining risk management frameworks and related security, safety and ethical standards;
(c) advising on AI innovative strategies for creating business values, improving service performance, enhancing business operation and increasing user satisfaction;
(d) collaborating with management and business users for system development and service deployment of AI-powered solutions;
(e) managing the development, deployment and system tuning of multimodal large language model (“LLM”), multiple AI agent solutions and multi-LLM agent collaboration applications;
(f) preparing funding proposals, performing budget control and overseeing the AI adoption and change management process;
(g) supervising tendering processes, managing procurement and outsourced projects, and reviewing system documentation;
(h) supervising IT staff, arranging training for business users and conducting cross-divisional collaboration for service improvement; and
(i) taking part in any other IT/electronic system project implementation, support and maintenance as required.
Entry requirements
Candidates should:
(a) have a recognized university degree in electronic engineering, computer science, IT, AI engineering, computer engineering, data science or equivalent;
(b) have at least nine years’ relevant working experience, preferably in the management of AI-related projects, conducting technical feasibility studies, planning, developing and implementing large-scale AI and IT projects;
(c) possess hands-on project management experience in applying AI technologies/machine learning and deep learning algorithms for AI-powered solutions deployment and/or integration with existing business applications;
(d) have knowledge of hardware acceleration technologies (e.g. GPU, TPU) and their applications in AI performance model optimization;
(e) are familiar with AI governance and ethical frameworks, AI security and safety, audit and risk management standards;
(f) are familiar with mainstream LLM architecture, frameworks and optimization methods;
(g) possess hands-on experience with retrieval-augmented generation, chatbot and multiple AI agent development and are familiar with different LLM setup, configuration and system tuning such as Microsoft Azure OpenAI/GPT, Gemini, Grok, DeepSeek, LLaMA, Alibaba Qwen, iFLYTEK Spark, etc.;
(h) have an excellent command of written and spoken Chinese and English;
(i) possess very strong analytical, communication, negotiation and supervisory skills, and are able to work independently and under pressure; and
(j) are willing to work beyond normal office hours and on holidays when needed.

Remuneration
The starting salary is $82,330 per month, increasing by 10 annual increments to $119,650. There is also a monthly cash allowance for the post of Senior Information Technology Officer (the current rate is $12,995 per month). The successful candidates will be appointed on three-year agreement terms subject to renewal upon satisfactory completion of service, at which the appointees will be eligible for an end-of-agreement gratuity. The gratuity, when added to the employer’s contribution to a Mandatory Provident Fund Scheme, is equal to 15% of the total basic salary drawn during the agreement period. Fringe benefits include paid leave as well as medical and dental benefits.

(g) 監督招標程序、管理採購工作和覆檢系統文件;
(h) 監督資訊科技人員的工作、為業務用户安排培訓,以及進行跨部門協作以優化服務;及<的推行、支援和維護工作。
入職條件
應徵者應:
(a) 持有電子工程、計算機科學、資訊科技、人工智能工程、電腦工程、數據科學的認可大學學位,或具備同等學歷;
(b) 具備最少9年相關工作經驗,具備管理人工智能相關項目、進行技術可行性研究、規劃、開發及推行大型人工智能和資訊科技項目的經驗較佳;
(c) 具備項目管理的實際經驗,能夠應用人工智能技術/機器學習和深度學習演算法以部署人工智能解決方案及/或與現有事務應用程式整合;
(d) 熟悉硬體加速技術(例如GPU、TPU)及其在人工智能效能模型優化的應用;
(e) 熟悉人工智能應用管治及道德框架、人工智能保安及安全、審計及風險管理標準;
(f) 熟悉主流的人工智能架構、框架及優化方法;
(g) 具備檢索增強生成、聊天機器人及多種人工智能代理的開發工作的實際經驗,並熟悉不同大型語言模型(例如Microsoft Azure OpenAI/GPT、Gemini、Grok、DeepSeek、LLaMA、Alibaba Qwen、iFLYTEK Spark等)的設定、配置及系統調整;
(h) 具備極佳的中英文講寫能力;

薪酬
入職薪酬為每月82,330元,並按10個按年增薪額增至119,650元。另有為高級資訊科技主任職位而設的每月現金津貼(現時的津貼額為每月12,995元)。成功受聘人士會按合約條款受聘,為期3年,倘完成服務期而工作表現良好,可獲續約,並會獲得一筆約滿酬金,其款額加上僱主在強制性公積金計劃下所作的供款,相等於合約期內所得底薪總額的15%。附帶福利包括有薪假期、醫療及牙科福利。
